Pasadena, Santa Monica, and Long Beach each run their own building departments with their own ordinances, historic and coastal overlays, and plan-check queues. The cities on the county's unincorporated edges defer to LADBS or LA County. Knowing which counter your project goes to, and what that counter asks for, is half the job.
